City Council met in regular session November 9,
2011, at the Moyie Springs City Hall.
The meeting was called to order by Mayor Doug
Evans. Present were Councilmen Steve Economu,
Chad Farrens, Terry Johnson, City Attorney Dan
Featherston, Fire Chief Ken English and Public
Works Supervisor John Nelson.
Discussed the minutes of the regular meeting on
October 5, 2011. A motion was made by Steve
Economu and seconded by Terry Johnson to approve
the minutes as written. Motion carried.
Discussed the financial statement. A motion was
made by Chad Farrens and seconded by Steve
Economu to approve as written. Motion carried.
Mike Sloan, Bart Klaus, Doug Reoch, Bob Hovish
and Lori Johnson attended the meeting.
Mike Sloan, with EDC, said Super 1 has closed
it’s deal for the former Lantern property and
the ground breaking will be next Tuesday or
Wednesday. They plan to have the store open in
early Spring to late summer. Bonners Ferry
Builders are the contractors. Mike said they are
still working on Broadband.
Bob Hovish attended the meeting to discuss his
water leak. This will be discussed at the
December 7, 2011 meeting. The leak is costing
him about $25.00/mo.
Discussed the City Hall sign. Terry Johnson
brought a 52” model of the sign. Chad Farrens
will talk to Bob Blanford, at IFG, to see if
they have 2 – 60” saw blades.
Discussed the Ordinance concerning council
absences. Dan Featherston said it isn’t ready
yet.
Sandy told the council the Blue Cross premiums
went up a total of $98.20 per month.
Discussed the KVRI meeting. Doug Evans attended
the meeting. He said members of the committee
attended a meeting in Salt Lake City, UT. about
grant money. Doug said he isn’t sure what
project is for. Mike Sloan said he thinks it’s
more information gathering right now, and the
grant is for a study. They discussed bears with
the Fish & Game – they collared 20 bears and
none were shot.
Discussed the election. Terry Johnson retained
his council seat and Bart Klaus was elected to
fill the seat of Geoff Hollenbeck. Doug thanked
Doug Reoch for running for the council.
Discussed the Volunteer Fire Department. Ken
English reported they had a driving test last
week and it was a good one. Ken English
reported: October 5 – LEPC meeting; Oct. 9 –
Ambulance assist; Oct. 10 – Ambulance assist;
Oct 19 – Fire Chiefs meeting; Oct 28 – Ambulance
assist.
Ken English said we need a new lawn mower – it
will be discussed in the Spring.
Discussed the Water & Sewer systems. John Nelson
reported we pumped a high on Oct. 28th of
157,200 gpd; a low on the 11th of 59,000 gpd; an
average of 108,048 gpd; and a total for the
month of October of 3,349,500 gallons. John said
we pumped a total of 5,518,000 gallons last
month so usage has dropped quite a bit. The 8”
waterline is finished, hooked up and tested –
the street still needs to be patched. The plow
truck is ready for winter. John said we need to
have Mike Woodward draw up the plans to send to
DEQ for the 8” waterline.
Dan Featherston was asked to write up a
description for a deed on the property joining
the former Estaline Reader property. The
property now belongs to Idaho Forest Group and
they will deed it to the City of Moyie. Dan said
he will need to order a title report.
John said he put a new light on the office end
of the city hall building and replaced the bulb
in the light on the other end.
None of the council members will be able to
attend the AIC academy in Coeur d’Alene.
Discussed the bills. A motion was made by Chad
Farrens and seconded by Steve Economu to pay the
bills. Motion carried.
A motion was made by Terry Johnson and seconded
by Chad Farrens to adjourn. Motion carried.
